The Division de la planification opérationnelle (DPO) (Operational planning) supports the postes de quartier and other SPVM units by developing the necessary expertise in planning and management of anticipated and unexpected large scale events. With this in mind, they support coordination with various SPVM external partners and consult with Management.

The DPO is the corporate unit in charge of all units of the Service:

- Planning and management of large events;

- Planning Public Order services;

- Crowd management;

- Management of response plans;

- Management of prevention plans for terrorism and emergency measures;

- Research and development for major event topics.

Also, the DPO ensures organisational leadership for the marketing of services, business services as well as risk assessment. All in all, the challenges for this division include contributing to citizens sense of security, while also making it possible for Montreal to be a festive, peaceful city.
