Commandant François Leblanc

Commandant François Leblanc has been an officer with the Service de police de la Ville de Montréal since April 1992. He brings his long and varied experience to the task as he takes over the direction of Poste de quartier 24.

Mr. Leblanc is a Montrealer by birth who began his career as a patrol officer in the bustle of downtown during Montréal’s 350^th anniversary celebrations. Afterward, he was assigned to the Saint-Michel and Côte-des-Neiges—Ville Mont-Royal sectors.

He served as senior officer from 1998 to 2001, when he was promoted to sergeant. He was then assigned to Poste de quartier 36 (Outremont, Mile-end) until 2004, when he moved to Poste de quartier 37 (Plateau Mont-Royal and Mile-end) until 2006. When the new Division de la sécurité routière opened, he joined as a supervisor in the Module conseil and worked to improve Montréal’s road safety record by instituting corporate operations.

In 2008, he was asked to upgrade the managerial procedures and coaching in the Section de l’application des règlements du stationnement dela Villede Montréal, which is part of the SPVM. By the time his mandate there ended in 2011, he was the section chief.

Promoted to the rank of commander, Mr. Leblanc was entrusted with the management of the Brigade urbaine in summer 2011, providing security for festivals and public events across the entire territory of Montréal. He then held the position of service manager with the team in charge of quality control and oversight of police operations.

Mr. Leblanc studied at the Université du Québec à Montréal, where he earned a Bachelor of Business Administration. He has helped develop competencies within the SPVM by teaching the principles of coaching to his peers. Commandant Leblanc is pleased to be joining a team that is well anchored in the community and that cares deeply about upholding the quality of life of the residents of the Outremont—Ville Mont-Royal borough.
